Cultures can be very different among countries and regions. This difference makes it hard to build a true global open source community - especially for cryptography related ones. Cryptography is sensitive and overseen in many countries and regions. It not easy to get everyone invovled as other open source projects that do no cryptography. If the open source community itself is not widely participated then the follow-up business oppotunities will be rare. OpenSSL, as a cryptography open source project all over the globe, is also well-recognized in China already. But with a different culture compared to the rest of the world, it's important today to review again the community's strategy in China, including but not limited to culture, business, operation and so forth.
